Unlike strict rules of origin that require a product to be entirely manufactured in one country, origin cumulation under the EFTA–Indonesia CEPA allows paper products to qualify as originating goods even when fiber sources and raw paper come from EFTA states or Indonesia and processing occurs in the other country.
