Under the Incoterm DAP (Delivered at Place), the cost transfer occurs when the goods are placed at the disposal of the buyer at the named place of destination. The seller bears all costs up to delivery at the named place (including export clearance and transport to that point). From that place onward, all additional costs (including import duties, taxes, unloading, and further transport) are borne by the buyer.
