Carriers transporting dangerous goods overland or by inland waterway within Europe operate under Directive 2008/68/EC, the core EU legal framework for the inland transport of dangerous goods by road, rail, and inland waterway. The Directive incorporates the international instruments ADR, RID, and ADN into EU law, making them binding across all member states. It governs the classification, packaging, labelling, and documentation of hazardous substances and articles, and includes special provisions as well as quantity exemptions for certain cargo categories. Air transport falls outside the scope of this Directive and is regulated separately under the IATA Dangerous Goods Regulations. Violations can result in warnings, fines, or prohibition of movement.
