When an importer contests the customs authority's valuation of imported goods, a customs value appeal is the formal legal remedy available. Because customs value determines the taxable base for import duties and related levies, an incorrect assessment can translate directly into overpaid or underpaid charges. Grounds for appeal typically include miscalculation of the transaction value, improper inclusion of freight or insurance costs, or incorrect treatment of royalties and licence fees. In the EU, the procedure is governed by the Union Customs Code; it generally begins with an administrative review before judicial recourse becomes available. Not to be confused with customs value arbitration, which constitutes a separate, independent dispute-resolution stage.
