Customs authorities and importers resort to countervailing duties when an exporting country grants its producers state subsidies — such as export credits, tax exemptions, or preferential raw material pricing — that allow imported goods to enter the market at artificially reduced prices. The duty raises the import price by the amount of the subsidy established during the investigation, thereby restoring a level playing field for domestic producers. The distinction from anti-dumping duties is important: anti-dumping measures target prices set below normal value, whereas countervailing duties address the underlying government support that makes such pricing possible. WTO members may impose countervailing duties following a formal complaint and a structured investigation; the measure generally remains in place for as long as the actionable subsidy continues. For importers, this means that landed costs can rise sharply at short notice once proceedings are initiated.
