Unlike a minor clerical mistake that can often be corrected on request, a substantive certificate of origin error can void an entire preferential tariff claim. A certificate of origin error is any material or formal defect in origin documentation – whether a certificate of origin, supplier's declaration, or movement certificate – that undermines the validity of the stated origin. Formal defects such as missing signatures or incorrect dates can frequently be remedied by the issuing body or chamber of commerce. Substantive errors, however – including a misdeclared country of origin or a failure to satisfy applicable processing rules – put preferential duty rates at risk, trigger post-clearance verification, and may result in additional duty assessments or enforcement action. Freight forwarders and exporters should therefore verify origin documents for completeness and factual accuracy before submission.
