Unlike a generic late-delivery surcharge, the border terminal slot penalty is tied specifically to a reserved time window at a border terminal: if the forwarder or consignor fails to arrive on time, or if the shipment reaches the terminal after the slot has expired, the window lapses unused – and the terminal invoices a fee because it reserved staff and infrastructure for that period without being able to redeploy them.
