Beneficial Cargo Owner (BCO) Identification is the process by which shipping lines, customs authorities, and freight forwarders establish and document who actually owns the cargo—distinct from the named consignee or any freight intermediary acting in between. It arises primarily in compliance contexts: customs regulations, SOLAS security requirements, and anti-money laundering rules all require that ultimate economic ownership be clearly traceable. Major carriers and port operators typically assign a unique BCO code to the identified owner, consolidating all that party's shipments, transactions, and risk classifications under a single reference. The BCO should not be confused with the shipper or consignee named on the bill of lading, who may fulfil different legal roles in the same transaction.
