Definition & Explanation
Freight forwarders, importers, exporters, and other businesses that can demonstrate consistently reliable customs compliance and supply chain security are eligible to apply to their national customs authority for Authorized Economic Operator (AEO) certification. The certificate confirms that the holder meets high standards in customs processes and security controls throughout its supply chain. In return, AEO-certified operators benefit from simplified customs procedures, reduced physical inspections, and priority handling of their shipments at EU borders. The EU recognises two certificate types: AEO-C (customs simplifications) and AEO-S (security and safety), which can be combined into a joint AEOF certificate. Mutual recognition agreements with a number of third countries – including the United States, Japan, and Switzerland – extend equivalent benefits beyond EU borders. For many shippers, an AEO certificate held by a logistics partner has become a standard procurement criterion.
