Once a first-instance decision is challenged, the appellate authority enters the process as the body empowered to receive that challenge. An appellate authority is the court or administrative organ responsible for assessing the admissibility of an appeal and, where admissible, deciding the matter afresh or conclusively. In customs law, this may be a specialised customs appeals tribunal, a general administrative court, or a fiscal court, depending on the national legal framework.
