An antidumping duty in the United States is a supplemental tariff imposed on imported goods after investigations by the Department of Commerce and the U.S. International Trade Commission (USITC) have established both that dumping occurred and that it caused material injury to domestic industry. The duty rate equals the calculated dumping margin – the difference between the normal value in the exporting country and the U.S. export price – and can range from a fraction of a percent to well above 100 percent depending on the product and country of origin. Antidumping duties are distinct from countervailing duties, which target foreign government subsidies rather than pricing below normal value. For importers and freight forwarders, newly imposed duties require immediate reassessment of landed costs, tariff classifications, and supply chain sourcing.
