Digital EUR.1 Brings the Preference Certificate into the Export Process
The BAZG is introducing a digital solution for the EUR.1 movement certificate with Certificat. The focus is on a seamless export process with Passar, where the certification occurs automatically, eliminating the need to visit the office.
The new application is a clear step towards digitization in customs. For exporting companies, this means less paperwork, fewer manual processes, and a cleaner link between export declaration and preference certificate.
How the Process Works
Certificat is available as a web application in the ePortal and is connected to Passar. Exporters register in the ePortal, digitally record the EUR.1, receive the document as a PDF via Chartera Output, and obtain certification automatically upon activation of the export declaration.
The initial phase described in the protocol shows that the digital WVB EUR.1 will first start in pilot operation. The BAZG names the PEM countries as the first application area, and an expansion to other free trade agreements is planned.
Important is the technical logic of the system. Data in the system is what matters, not the printed paper, and the QR code and link remain identical to ensure that the verification always points to the current version.
Operational Implications for Practice
For shippers and freight forwarders, the digital EUR.1 primarily reduces administrative overhead. When the preference certificate is directly linked to the export declaration, the risk of media breaks, delays, and additional trips to the customs office decreases.
The protocol also recommends providing the driver with a printed copy of the digitally created and validated EUR.1 during the initial phase. This is a pragmatic transitional step until the new practice is integrated into everyday operations.
The power of attorney remains relevant in practice. It must still be present, but according to BAZG, it no longer needs to be uploaded or physically presented; it can be requested during a review.
