It defines the latest point at which the VGM declaration must be received by the carrier or terminal. Each shipping line and terminal sets its own cut-off independently; in practice, the window typically closes between 24 and 48 hours before vessel departure. Missing the cut-off means the container cannot be loaded, triggering rollover fees, repositioning costs, and potential delivery delays. Shippers and freight forwarders track the VGM cut-off alongside the SI cut-off and gate cut-off, as all three deadlines must align for a smooth export booking.
