A Combined Transport Operator is a transport company or freight forwarder who organizes and provides multimodal transport under a single contract. The main leg (by distance or value) is carried out by a non-road mode of transport (e.g. rail, inland waterways, or sea), while the pre- and on-carriage segments are predominantly by road.
