Transport policy resilience refers to the capacity of transport systems (infrastructure, modes, services) and related policy frameworks to anticipate, withstand, adapt to, and recover from disruptions (e.g., natural disasters, extreme weather, accidents, cyber incidents, crises) in order to maintain mobility, supply security, and economic performance under stress.
