The US Export Administration Regulations (EAR) govern the export, reexport, and in-country transfer of dual-use goods, software, and technologies from the United States. They are administered by the Bureau of Industry and Security (BIS) within the U.S. Department of Commerce and include license requirements, screening, end-use/end-user controls, embargoes, exemptions, and penalties, covering items controlled under 15 CFR Parts 730–774.
