A packaging regulation is a legally enforceable requirement specifying which materials are permissible, how goods must be marked, and which protective measures are mandatory. Dangerous goods face the most detailed rules: ADR governs road transport, the IMDG Code covers sea freight, and IATA-DGR applies to air – each classifying goods into packing groups (I, II, III) according to hazard level. For general cargo, carrier-specific minimum requirements typically apply. Non-compliance can result in shipment refusal, fines, or denial of insurance claims in the event of damage. Unlike a packaging standard, which provides technical reference values, a packaging regulation creates a direct legal obligation.
