As soon as a consignment from a third country is en route to the EU, the Import Control System (ICS) comes into play as the mandatory electronic framework for advance security data filing. Carriers and customs agents submit an Entry Summary Declaration (ENS) – containing commodity details, origin, weight, and the parties involved – through standardised interfaces before the goods reach the EU's external border. Customs authorities run automated risk scoring against the submitted data and decide whether to release the shipment or trigger an inspection. ICS is not the same as the import declaration: it serves exclusively for pre-arrival risk analysis and plays no part in final customs clearance. The system is being progressively superseded by ICS2, which introduces harmonised datasets and a centralised EU platform in place of national solutions.
