Under FCA, export control remains the seller's responsibility: the seller must obtain all necessary export licenses, file export declarations, and ensure the goods comply with export regulations at the named place of delivery—unlike DAP/DDP where the buyer assumes import risk, with FCA the seller carries export risk throughout.
