Cabotage is the transport of goods or passengers between two points within the same country by a foreign operator or vehicle. For example, a truck registered in France may carry freight between two locations in Germany under a cabotage authorization without being domiciled there. In the EU, cabotage rights are governed by Regulation (EC) No. 1072/2009 and bilateral or multilateral agreements, designed to protect domestic carriers and maintain fair competition. Cabotage differs from transit, where a vehicle simply passes through a country without picking up or delivering cargo within it.
