Adossé à l'usine de ciment Ssangyong et à un grand site de ferro-alliages, Donghae — anciennement Tonghae — est le plus grand port de l'est de la Corée du Sud. Il expédie surtout du ciment en conventionnel, du charbon, du calcaire, du gypse et des ferro-alliages vers la Chine, le Japon et la Russie, profitant d'une profondeur suffisante et d'un faible marnage pour les grands navires. Le secteur de Mukho abrite un terminal passagers : le ferry DBS relie Donghae à Vladivostok, en Russie, et à Sakaiminato, au Japon. La route et le rail desservent l'arrière-pays de la province de Gangwon. Pour le fret conteneurisé, les chargeurs s'appuient sur Busan, au sud, principale porte du pays.
