Environ 80 pour cent de la production d'acier du groupe Kobe Steel (Kobelco) sort de son usine de Kakogawa, implantée depuis 1969 sur des terre-pleins gagnés sur la mer Intérieure de Seto. Le port sert donc avant tout à alimenter cette aciérie : minerai de fer et charbon à coke à l'import, acier fini et GPL à l'export. L'ensemble portuaire de Higashi-Harima traite de l'ordre de 30 millions de tonnes par an, et Kobe Steel exploite ses propres quais est et ouest pour ces vracs. Il s'agit d'un site industriel et vraquier, et non d'un port à conteneurs avec lignes internationales. La route et le rail relient l'usine aux corridors industriels entre Kobe et Himeji. Pour le conteneur ou le fret international général, Kobe et Himeji sont les alternatives proches.
