General cargo, coal, lumber, vehicles and dry bulk make up the working cargo mix at Tsuruga, one of the three principal ports on Japan's Sea of Japan coast. Its multi-purpose International Terminal offers 14 metres of water depth and runs an approximately three-weekly container service to Busan, South Korea's largest port and a transhipment hub for overseas trades. Domestic traffic dominates, however: RoRo and ferry lines connect Tsuruga with Tomakomai on Hokkaido as well as Niigata and Akita, and since 2019 with Hakata on Kyushu. Road and rail tie the Fukui-prefecture site to the industrial belt around Lake Biwa and the Osaka–Kyoto region, making it a useful relief option to the congested Pacific coast. For high-frequency deep-sea container services, though, the major Pacific gateways of Kobe, Osaka and Nagoya remain decisive.
