Road salt, cement, raw sugar, aggregate and steel products make up almost all the tonnage at the Port of Toronto, a dedicated bulk port on the north-western shore of Lake Ontario run by PortsToronto. In 2025, 167 ships delivered about 2.16 million tonnes, led by roughly 751,000 tonnes of road salt, 715,000 tonnes of cement and 576,000 tonnes of raw sugar bound for the Redpath refinery. Salt imports jumped about 50 percent after an icy winter, while cement eased around 15 percent — its first decline since 2022. Cargo reaches the port through the Great Lakes/St. Lawrence Seaway, whose draft limits Toronto to around 8 m and therefore to lakers and smaller ocean ships rather than large container vessels. Each shipload removes the equivalent of many 40-tonne trucks from the city's congested roads, with onward distribution by road and rail directly within the urban area. For containerised overseas freight, Montreal is the nearest deep-sea gateway, while neighbouring Hamilton offers additional bulk capacity.
