Tokuyama (JP TKY), on Uchino Bay in Yamaguchi Prefecture, is part of the Tokuyama-Kudamatsu Major Port and one of western Japan's most important petrochemical hubs. The port handles primarily crude oil, chemicals, plastics, coal and steel, deeply integrated into the supply chains of the Shunan Petrochemical Complex — home to Tokuyama Corporation, Tosoh, Idemitsu Kosan, Zeon and other major chemical producers. Two major energy-transition projects are advancing in parallel: Idemitsu, Tokuyama, Tosoh and Zeon are jointly developing an ammonia import hub at Shunan targeting more than 1 million tonnes per year by 2030 — Japan's largest planned ammonia import project — with Nippon Steel Engineering contracted for FEED on the ammonia pipeline. Alongside, Idemitsu Kosan is building a SAF plant at the Tokuyama complex using HEFA technology with 250,000 kl/year capacity, scheduled for start-up in 2028, making it one of Japan's first large-scale SAF production sites. Several deep-water berths serve tankers and bulk carriers, with direct pipeline connections into the petrochemical complex. As a dedicated industrial port, Tokuyama does not handle general cargo or containers; those route via Kobe or Kitakyushu.
