Toba is best understood as a ferry and fishing harbour rather than a freight port. Sitting on Ise Bay in Japan's Mie Prefecture, the town's economy rests on commercial fishing, cultured-pearl farming — it is regarded as the birthplace of the cultured pearl — and tourism, with little to no containerised or general cargo handled here.
