Talara, on Peru's north coast in the Piura region, is the principal port serving the Petroperú Talara refinery, founded in 1917 and expanded through a long-running modernisation programme. The port handles crude-oil imports and the export of refined products such as naphtha, diesel and LPG via oil piers and tank storage, while general cargo plays a marginal role. In 2026 the refinery faced multiple interruptions: a total shutdown in March caused by an electrical substation failure, further disruptions from steam and desalination-water supply issues, and a late-July halt linked to restricted crude supply and a temporary closure of Talara Bay port facilities. Despite these disruptions, Petroperú reported a net profit of USD 208.4 million and EBITDA of USD 395 million for January–April 2026, compared with a net loss of USD 197 million in the same period of 2025. Accumulated debt nonetheless stood at around USD 7.9 billion as of May 2026, maintaining significant liquidity pressure. Shippers requiring general cargo services in the region are better served by the port of Paita.
