Sillamäe sits in the Bay of Narva on the southern shore of the Gulf of Finland, the easternmost European Union port on the Baltic and barely 25 kilometres from the Russian border. The privately run Silport groups four specialised terminals: Alexela (dark oil products and shale oil), DBT (liquid mineral fertilisers), EuroChem (liquid chemicals) and Silsteve, which covers containers, general, bulk, project and RoRo cargo. Deep-sea berths dredged to between 12 and 16 metres, backed by more than 80 hectares of open storage, can take the largest tankers able to pass the Danish Straits into the Baltic. The estate is a Free Zone (control type 1), allowing transit goods to be stored and transhipped free of VAT and duty — a model originally built around Russian transit traffic that has largely disappeared since 2022. Liquid bulk and chemicals therefore dominate, while container volumes remain modest. Road and rail link the port toward Tallinn; for sizeable container moves, Muuga (Tallinn) or Riga are the more practical choices.
