Oil products, cement, gypsum, coal, clinker, rice, sugar, fertilizers and salt move across San Fernando's quays on the import side, while ore concentrates, timber and gold dominate exports. This makes the La Union port at Poro Point a bulk and general-cargo handler for Northern Luzon rather than a container call, processing around 2.8 million tonnes of cargo and roughly 800 vessels a year. Since late 2024 the Poro Point Management Corporation has run the seaport on an interim basis, earning about PHP 50 million in revenue and supporting some 3,200 new jobs by mid-2025. In parallel, the BCDA is fast-tracking a modernization that, through a public-private partnership, aims to add full containerization with quay and yard cranes and automated systems. As its own Bureau of Customs collection district, Poro Point clears imports and exports on site, linked to the Ilocos hinterland by the Manila North Road. For now, containerised shipments are better served by Manila (MICT) or Subic Bay, which offer scheduled liner services.
