For grain shippers, Rouen is the most important address on the European Atlantic coast: the Seine port handles roughly half of all French wheat and barley moving by sea. About 120 kilometres up the Seine, Rouen forms part of the HAROPA group alongside Le Havre and Paris, which together account for around 54% of France's seaborne grain exports. Its strength is agribulk — wheat, barley, malt, flour, sugar, oilseeds, fertilisers and edible oils — loaded through dedicated silos at rates of up to 3,000 tonnes per hour, with agricultural storage of around 1.3 million tonnes, some 900,000 of it for grain export. In the 2024/25 campaign, following France's weakest soft-wheat harvest in 40 years, Rouen exported about 5.21 million tonnes of grain, well below the previous year's 8.7 million. Container traffic is minimal here; boxes for the region are routed through nearby Le Havre. At the Petit-Couronne quay, BZ Group is building a new silo that from 2026 will lift on-site storage from 75,000 to 130,000 tonnes. Hinterland links run via Seine barge, rail and road into the Paris basin, and established stevedores also handle breakbulk, forest products and project cargo. For containerised freight, Le Havre remains the natural alternative.
