More than 1,000 megawatts of CFE's Presidente Juárez power station explain why Rosarito appears on the chart at all: the harbour is essentially an offshore energy terminal on the North Pacific coast of Baja California. Petroleum products are discharged at a CALM buoy moored off the open roadstead, with tankers — many arriving from Houston — transferring fuel oil to supply the plant. This is not a place for containers, breakbulk or RoRo, and it carries no general customs infrastructure for piece-goods imports. Forwarders moving containerised or conventional cargo in Baja California should use Ensenada, roughly 100 km to the south, which offers terminals and customs clearance. North of the border, San Diego and Los Angeles/Long Beach provide further alternatives. In short, Rosarito should be treated strictly as a tanker and energy terminal rather than a commercial freight port.
