Terminal Puerto Arica (TPA), operating under concession from Empresa Portuaria Arica, runs what is effectively Bolivia's main ocean gateway on Chile's northern Pacific coast. Far larger in role than its 'Small' label suggests, Arica offers a transfer capacity of around 3.96 million tonnes across a dedicated container terminal with reefer plugs plus multipurpose berths for general, bulk, refrigerated and project cargo. Under the 1904 Chile–Bolivia treaty, Bolivian transit cargo moves duty-free with 365 days' free storage on imports and 60 days on exports — a decisive factor for forwarders routing to La Paz. Inland connections run via the Pan-American Highway and the metre-gauge Arica–La Paz railway, whose freight service has been progressively reactivated since a test train in 2021. The port also serves northern Chile and southern Peru. For very high container volumes, Iquique or San Antonio are stronger, but for Bolivian transit Arica is the first choice. The combination of free-port treatment, rail access and a short sea leg into the Andes is Arica's core advantage.
