Steel, not containers, fills the quays at Pasaia (ES PAS): of the 3,415,626 tonnes the Basque port near San Sebastián handled in 2025, some 1,748,631 tonnes — about 52 percent — were steel products. Volumes held essentially flat year on year, as falling automotive traffic was offset by scrap metal (up 65.4 percent), non-metallic minerals (up around 43 percent), petroleum coke (up 44.6 percent), chemicals and machinery parts. An entrance only about 80 metres wide into the narrow natural inlet between Mount Ulia and Mount Jaizkibel caps vessels at roughly 185 metres in length, keeping Pasaia a bulk, breakbulk and small-tanker port rather than a container call. Ship-repair yards with slipways and floating docks, plus a fish auction that marketed more than 17,600 tonnes in 2025 (up about 7 percent), round out the profile. The port authority's plan to 2030 targets 4.2 million tonnes a year, a 25 percent increase, backed by more than EUR 50 million of investment. Rail is part of that: EUR 1.7 million is going into renewing the Lezo tunnel track that links the port to Lezo-Rentería station. Inland traffic still moves mainly by road toward Navarre and south-western France; for containerised cargo or large dry-bulk parcels, nearby Bilbao and Santander are the practical alternatives.
