Unlike a full-service commercial port, Puducherry offers only limited and intermittent cargo capacity. Dormant for 18 years, it reopened to freight in April 2023 with the vessel Hope Seven, yet ships still anchor offshore and goods are barged to a shallow quay of about 3 metres' depth.
