Nestled along Newfoundland's southwestern coast, Placentia Bay hosts Canada's largest crude-oil transshipment hub rather than a conventional cargo port. The Whiffen Head terminal, operated by Newfoundland Transshipment Limited (NTL) since 1998, receives crude via shuttle tanker from the offshore Hibernia, Terra Nova, White Rose, and Hebron fields and stores up to 3.3 million barrels across six tanks before loading it onto ocean-going tankers at two jetties. The bay is also home to the Come By Chance refinery, run by North Atlantic Refining Corp. with a capacity of 130,000 barrels per day, Newfoundland's sole refinery.
