Eleven berths and an 800-metre approach canal dredged to roughly 9 metres mark Paljassaare as a working multipurpose harbour rather than a container gateway. Set on the Paljassaare peninsula about 6 km from Tallinn's centre, it historically moved around 3 million tonnes a year. Dedicated terminals handle mineral oil, edible oil, timber, coal and dry bulk, while a general-cargo berth with reefer plugs serves perishable shipments. The shallow canal restricts calls to small and mid-sized vessels, so deep-draught liner traffic is not the harbour's business. Since August 2022 it is no longer run by the Port of Tallinn but by OÜ Hundipea, which plans to redevelop the industrial site into a climate-neutral district under the Wolfscape project, so cargo activity is winding down. Shippers needing container or scheduled liner services should route via nearby Muuga Harbour, Estonia's principal cargo port, while passenger sailings use Tallinn's Old City Harbour.
