Scrap metal, oil products, timber, loose peat and RoRo traffic make up the working cargo of Paldiski North Harbour, about 45 km west of Tallinn on the Gulf of Finland, where the Port of Tallinn moves roughly 850,000 tonnes and handles some 600 vessels a year. Quay depths of around 12 m suit conventional freighters and ro-pax units. In March 2026 the adjacent Paldiski South Harbour passed its inaugural test: a new 310 m quay with 13.5 m depth designed for wind energy components, heavy military equipment and project cargo, built under the EU EstMilMob project (total budget EUR 62.3 million). Estonian road and rail tie the North Harbour to Tallinn and the wider hinterland. For container liner services, Muuga — Port of Tallinn's main cargo harbour — remains the first choice.
