Run by the Transnet National Ports Authority, Mossel Bay (ZA MZY, also Aliwal) is South Africa's smallest commercial harbour and a distinctly specialised one. It sits on the Western Cape coast, midway between Cape Town and Gqeberha (Port Elizabeth), and is the only South African port working two offshore mooring points within its limits. The harbour primarily serves the oil and gas sector: PetroSA operates one of the world's largest gas-to-liquids refineries nearby, producing about 36,000 barrels per day and meeting up to 15% of South Africa's transport-fuel needs, while the port doubles as a base for offshore supply vessels. Cargo is essentially petroleum products shipped through the offshore buoys, plus catches landed by the regional fishing fleet. It is not a container or general-cargo port. Shippers with boxes or breakbulk should route through Cape Town or the deep-water port of Ngqura (Coega).
