PICOP, once Southeast Asia's largest integrated pulp and paper mill, made Mangagoy in Bislig (Surigao del Sur, Mindanao) its shipping point for lumber, plywood and paper. Since PICOP ceased operations in 2006, the port has lost its industrial base, and regular commercial cargo handling is not confirmed today. Shippers with containers or international freight are far better served by Davao in southern Mindanao or Nasipit in Agusan del Norte. Mangagoy's freight relevance is therefore currently limited.
