Around 7 million tonnes a year cross the quays of Liepaja – historically Libau – one of Latvia's three major Baltic ports, run by the Liepaja Special Economic Zone with its tax incentives. Dry bulk dominates: some 4.55 million tonnes in 2025, of which about 2.27 million tonnes were grain from local farms and Central Asia. General cargo rose 16.5 percent to 1.69 million tonnes, while liquid cargo accounted for a smaller 296,000 tonnes. The Liepaja Bulk Terminal, Latvia's largest dry-bulk facility, anchors the port alongside extensive open yards, silos and cold storage. Hinterland links run by rail and road into the Baltics and Eastern Europe, and a large dry dock in the former Karosta naval harbour supports ship repair. For pure container liner services, Riga and Klaipeda are the obvious alternatives, leaving Liepaja strongest in agricultural and project bulk.
