6.9 million tonnes crossed the quays of Liepaja in 2025, about 2.5 percent below the previous year but still close to the Latvian Baltic port's ten-year average of roughly 7 million tonnes. Dry bulk carries the port: some 4.55 million tonnes, including about 2.27 million tonnes of grain from Latvian farms and Central Asia, while general cargo grew 16.5 percent to 1.69 million tonnes and liquid cargo stayed near 296,000 tonnes. Terminal operations changed hands in January 2026, when Stena Line completed its acquisition of operator Terrabalt and took over RoRo, bulk and general cargo handling at LV LPX. The whole port sits inside the Liepaja Special Economic Zone, whose tax incentives can lower storage and handling costs, and the Liepaja Bulk Terminal remains Latvia's largest dry-bulk facility. Landside works run in parallel: an access road to Berth 92 is under construction and the reconstruction of Berth 46 is out to tender. Shippers needing container liner services are better served via Riga or Klaipeda, while a large dry dock in the former Karosta naval harbour handles repairs.
