Wedged between Lithuania and Poland on the Baltic coast, Kaliningrad (RU KGD) is a Russian exclave port physically cut off from the rest of the country. Its harbour is split among several operators: the Kaliningrad Sea Commercial Port for general and dry cargo, a dedicated fishery port, and oil terminals at Svetly and Baltiysk run by LukOil and BNK. The Baltiysk ferry terminal handles roll-on/roll-off traffic with railway wagons and trailers to Ust-Luga and St Petersburg, a domestic sea bridge that bypasses overland transit through Lithuania and grew in importance after 2022. In the first half of 2025 throughput via Baltiysk rose to around 1.1 million tonnes of Ro-Ro and rail cargo, about 19% more than a year earlier. Annual throughput sits in the region of 8 to 9 million tonnes. Crucially for forwarders, the western container feeder services that once linked the port to Klaipeda, Hamburg, Rotterdam, Bremerhaven and Felixstowe have largely ceased under EU sanctions since 2022, so international box lines no longer call reliably. Rail hinterland access runs through Lithuania and is subject to transit restrictions. For containerised cargo to north-west Russia, St Petersburg and Ust-Luga are the practical alternatives.
