Iron ore, copper concentrate and copra set the cargo character of Jose Panganiban, the Camarines Norte port once known as Mambulao. About 500,000 tonnes of mainly domestic freight move across this open roadstead each year, much of it originating in the Paracale mining district, Larap Bay and Dahikan. Until 1975 the site served Philippine Iron Mines, for a time the largest iron mine in Asia, and bulk minerals still shape its trade rather than containers. Pier depths are shallow and there is no dedicated container or deep-water berth, so heavier ore parcels are worked at anchorage using lighters. The Philippine Ports Authority has signalled plans to reopen formal export cargo operations for the Bicol region. Shippers needing container services or international liner calls should route through Manila, while Legazpi handles regional breakbulk in Bicol.
