Despite the word 'terminal' in its name, Hulaylah Oil Terminal (AE HTL) is not a quayside facility but an offshore single-buoy mooring off the coast of Ras Al Khaimah, about six nautical miles west of Mina Saqr. Only crude-oil tankers load here through the SBM; containers, breakbulk and RoRo traffic are not handled. Anchorage depths exceeding 20 metres suit large tankers, yet there is no fixed pier and no landside cargo infrastructure. Customs clearance, warehousing and hinterland distribution do not take place at the terminal itself, which serves purely as a seaward crude-export point. Forwarders with boxed, bulk or general cargo should route via Mina Saqr (aggregates and dry bulk) in Ras Al Khaimah, or the container ports of Jebel Ali and Khalifa Port, with Fujairah the obvious choice for bunkers and oil products.
