Finnish forestry group UPM gives Fray Bentos its commercial purpose: its eucalyptus pulp mill on the River Uruguay, running since 2007 at around 1.3 million tonnes a year, has helped make the country a leading exporter of bleached hardwood pulp. The river port itself is shallow, with channel depths near 4.9 m, so deep-sea vessels cannot berth here. Pulp therefore moves by river barge to the deep-water port of Nueva Palmira before transhipment overseas. For forwarders, Fray Bentos works as a regional feeder and loading point for forestry and agricultural goods rather than a container port. International ocean cargo and customs clearance are handled in practice via Nueva Palmira and Montevideo.
