Rated at about 140,000 barrels per day, the El Palito refinery is one of Venezuela's four largest and has run since 1960; its terminal, in the Puerto Cabello district of Carabobo state, exists to serve that plant. Operated by the state oil company PDVSA, the terminal handles crude oil and refined-product movements by tanker — there is no container, breakbulk or RoRo activity. The site has suffered repeated operational problems and oil spills in recent years, including in 2020, 2021, 2023 and 2024. Hinterland access runs through the Puerto Cabello industrial zone and road network. For containerised or conventional cargo, the immediately adjacent port of Puerto Cabello — Venezuela's leading general-cargo and container port — is the obvious alternative.
