Dili's role changed sharply in 2022: on 30 September that year, Timor-Leste's container operations moved out of the capital to the new Tibar Bay Port, about 12 km to the west. The original harbour now handles mainly domestic passenger and ferry traffic – including links to Atauro island and the Oe-Cusse enclave – plus occasional international cruise calls. Container lines, international customs clearance and commercial breakbulk no longer route through Dili itself. Forwarders moving cargo to Timor-Leste should book Tibar Bay, which offers up to roughly 1 million containers per year of capacity and two ship-to-shore gantries, as the country's ocean-freight gateway. Onward distribution to Dili and the interior runs by truck over the short coastal road.
