Set on the African shore of the Strait of Gibraltar, Ceuta is a Spanish enclave whose port economy revolves around marine fuel. A free port on one of the world's busiest shipping lanes, it ranked among Spain's five largest bunkering ports in 2024, supplying over 874,000 tonnes of marine fuel (up 46%) to more than 10,000 vessels. Beyond liquid bulk and bunkering, it runs RoRo and passenger/vehicle ferries with regular services to Algeciras, Málaga and Melilla. Container throughput is small at around 13,400 TEU, serving mainly the enclave's own supply. A special tax regime applies: instead of Spanish VAT, the local IPSI is levied, which supports retail trade. For containerised cargo and transhipment, neighbouring Algeciras and Morocco's Tanger Med are the decisive alternatives.
