Roll-on/roll-off ferries, not deep-sea container ships, carry the bulk of Cebu's traffic (PH CEB): the port is the Philippines' largest domestic gateway, linking the Visayas, Luzon and Mindanao through extensive inter-island RoRo services, and handles close to 1 million TEU a year (about 994,000 TEU in 2025). Around 80 % of throughput is domestic, with international shipments making up the remaining fifth. The Cebu Port Authority manages the complex, where the existing Cebu International Port offers four berths. International services from Maersk, CMA CGM, Evergreen, Hapag-Lloyd and OOCL connect Cebu to Asian, European and North American markets, reefer cargo included. To ease congestion, the New Cebu International Container Port is being built at Consolacion: ground was broken in February 2025 for a 500 m berth at about 12 m depth, with completion targeted for 2028. Hinterland reach is essentially road-based within Metro Cebu. For large-scale international container volumes, Manila (MICT and South Harbor) remains the country's principal gateway, while Davao serves southern Mindanao.
