Bialla is best understood as a single-purpose export terminal rather than a general port: it exists to ship the output of Hargy Oil Palms, the SIPEF-owned palm oil producer in West New Britain. Plantations, a central mill and the wharf were developed from the 1970s onward, and the cargo is overwhelmingly crude palm oil (CPO) and palm kernel (PK) drawn from roughly 13,700 hectares of estates. As Papua New Guinea's second-largest certified palm oil producer, Hargy loads liquid CPO through dedicated tank-and-hose facilities for overseas buyers. The site offers no container, breakbulk or general customs services; its hinterland is simply the surrounding estates linked by plantation roads to the mill. Vessels carrying boxes or mixed cargo are better served at Kimbe, the main West New Britain port, or at Rabaul/Kokopo. For forwarders, Bialla matters only where bulk edible-oil parcels are concerned.
