Rail wagons roll straight onto the ships at Baltiysk, the ferry head that ties Russia's Kaliningrad exclave to the mainland without crossing another country's border. The Ust-Luga–Baltiysk rail-and-RoRo line – vessels such as Marshal Rokossovsky, General Chernyakhovsky and Baltiysk – moved more than 1.1 million tonnes in the first half of 2025 alone, up 19% year on year, mostly cargo that cannot transit third states under sanctions. The ferries carry standard-gauge rail wagons, dangerous goods and up to 30 reefer containers; the port, the former East Prussian Pillau, has rail and road ramps and more than eight kilometres of approach track. It is also the main base of Russia's Baltic Fleet, which constrains commercial use and keeps the site security-sensitive. A planned terminal reconstruction aims to lift line capacity 1.8-fold. Regional container and breakbulk traffic runs through the nearby Kaliningrad commercial port instead; international box volumes historically used Klaipeda and Gdansk. A dredged channel of about 9.4 metres suits ferries and smaller freighters rather than large bulkers.
